Collective Bargaining
Beginning in May 2021, the Virginia General Assembly passed legislation that allows counties, cities, towns, and school boards in Virginia to engage in collective bargaining with their employees. Collective bargaining refers to the negotiation process between an employer, such as FCCPS, and a group of employees, known as a bargaining unit, who are represented by a bargaining agent, such as a union or association. This process is focused on determining the terms of employment, including wages, benefits, and working conditions.
As permitted by the election process set forth in the Falls Church City Public Schools Collective Bargaining Resolution, adopted on March 28, 2023, the Falls Church City Education Association (“FCCEA”) became the Exclusive Bargaining Representative of employees in the Certified and the Non-Certified Bargaining Units. By majority vote, the FCCEA won the election that took place in May of 2023. These results were certified by the Labor Relations Neutral in June, and the FCCEA was recognized as the Exclusive Bargaining Representative of FCCPS employees by the Falls Church City School Board on June 13, 2023.
After months of diligent negotiations and collaborative efforts, on March 12, 2024, the Falls Church City School Board approved two Collective Bargaining Agreements with the FCCEA representing both Certified and Non-Certified Employees. These Agreements will become effective on July 1, 2024, and include a side letter agreement executed on April 23, 2024.
The Falls Church City School Board and the FCCEA believe these agreements will benefit our employees and enhance the overall learning environment for our students. By investing in our staff, we are investing in the future of our students and the Falls Church community at large.
Discussion & Updates Timeline
April 23, 2024 - Falls Church City School Board and the FCCEA amended the previously approved Collective Bargaining Agreements for Certified and Non-Certified Employees by a side letter agreement dated April 23, 2024. This agreement modifies Regulation GCBDA-R (Sick Leave) which has been included as Appendix B in each Collective Bargaining Agreement. Regulation GCBDA-R, as modified, will become effective on July 1, 2024.
