The Department of Special Education and Student Services supports its mission by:

  • complying with the provisions of IDEA of 1997(Individuals with Disabilities Education Act of 1997) and the IDEIA of 2004 (Individuals with Disabilities Improvement Act of 2004)
  • appropriately identifying students with disabilities based on federal and state criteria
  • providing high quality, specialized instructional programs utilizing supplemental materials and research based strategies
  • facilitating a collaborative team among parents, staff, and students to build a positive learning environment
  • promoting a strengths based approach to build on success
  • supporting the development of knowledge and skills to prepare students to be college bound and/or career ready in the following areas: academics; social/emotional; behavioral; communication; fine and gross motor; organization; transition goals; and functional life skills.

Annual Notice Regarding
the Disposition of Special Education Records

Date: August 2, 2018  

Attention Parents/Guardians, Former Students, and Eligible (Adult) Students:

Special Education records which have been collected by the Falls Church City Public Schools (FCCPS) related to the identification, evaluation, educational placement, and/or the provision of Special Education in the division, must be maintained for a period of five (5) years after Special Education services have ended for the student. (Virginia Public Records Act 42.1-76 through 42.1-91 of the Code of Virginia.) Special Education services end when the student is no longer eligible for services, graduates, completes his or her educational program at age 22, or moves from the division.

This public notification is to inform the parents/guardians and former students of FCCPS about the process for destroying Special Education records upon the expiration of five years from the date that services end. These records will be shredded in accordance with state and federal law unless the parents/guardians or the adult student notifies FCCPS otherwise. After five years the records are no longer maintained by the division, but they may be useful to the parents/guardians/others or former students when applying for Social Security benefits, rehabilitation services, college entrance, etc.

All Special Education records for students with disabilities who graduated or left FCCPS in 2013 will be available until the end of business on September 28, 2018. After this date, the records will be shredded. Additionally, a copy of this notice will be sent to the last known mailing address for the student whose records are due to be shredded. Please note that if anyone other than the former adult student over the age of 18 is retrieving the record, a release must be signed by the adult student in question or proof of legal guardianship provided.

Virginia Dept. of Education Special Education Parent Survey

Each school year the Virginia Department of Education (VDOE) is required to report to the U.S. Department of Education the "Percent of parents with a child receiving special education services who report that schools facilitated parent involvement as a means of improving services and results for children with disabilities."

Your participation in this survey will help VDOE collect additional information to identify training needs related to the special education processes. The VDOE will use the results of this survey to improve parental involvement in the special education process and improve outcomes for all students within the Commonwealth.

It is important to note that your responses are recorded anonymously and cannot be personally linked to your child.

Parents who have more than one child receiving special education services should submit one survey for each child receiving services. Please reflect upon your experiences during the 2017-2018 school year. The links to the survey are provided below.
